Energy labels are required for motorcycles in Vietnam

Motorbike manufacturers, assemblers and importers in Vietnam are required to place an energy label on their brand-new motorcycles.

Motorbike manufacturers, assemblers and importers in Vietnam are required to place an energy label on their brand-new motorcycles. 

The action is voluntary throughout 2019 but has been mandatory since January 1, 2020. The requirement is part of Circular 59/2018/TT-BGTVT on energy labeling for motorcycles, which was issued by the Ministry of Transport (MoT) on December 17,2018 and has taken into effect since January 1, 2020. 

Energy labels must contain information on the types of petrol needed and fuel consumption of the motorbike to help consumers make an appropriate choice. Before marketing motorcycles, assemblers, manufacturers and importers are required to publicize information on fuel consumption.

Besides this, motorbike manufacturers and assemblers are responsible for issuing the energy labels and sticking them on prominent sections of their motorbikes. The labels have to be maintained on these motorbikes until they are handed over to customers.

Before the labels are placed, motorbikes must be tested to determine their fuel consumption levels at testing facilities that meet particular standards. Additionally, the providers will need to replace the label when (i) the standard are applied for the test change; (ii) the design of the vehicles are significantly changed that the previous test result cannot be applied again and (iii) providers announce incorrect results about fuel consumption that is 4% lower than of the actual results.

Quality management agencies are annually in charge of making plan and checking whether motorbike manufacturers, assemblers and importers publish the fuel consumption information stick energy labels on their vehicles or not. In case of violations related to the declared fuel consumption, quality management agencies have authorization to require motorbike manufacturers, assemblers and importers to test the fuel consumption of their vehicles again.
