The China State Council has approved (in principle) a 2011-2015 work plan on energy-saving and emissions reduction, and agreed on the plans for energy conservation and major pollutant emission control.

Premier Wen Jiabao called for intensified efforts to save energy and reduce emissions over the next five years to ease climate change and promote sustainable development at a State Council meeting.
China will take six measures in promoting energy conservation and emission reduction during 2011-2015, including enhancing energy conservation and emission reduction in major sectors, optimizing industrials structure, launching key programs, promoting advance technologies, strengthen management and improve long-term mechanism for energy conservation and emission reduction.
China is clearly facing great challenges in energy conservation and emission reduction. Statistics by the Ministry of Industry show that high energy-consuming industry maintained relatively fast growth in 2011. Value-added in six major high energy-consuming sectors rose 12.2 per cent in the first quarter of 2011, up 2.6 percentage points from the growth in the last quarter of 2010.
