The workshop is an opportunity for the Ministry of Industry and Trade and the Embassy of Denmark in Vietnam to introduce the LCEE project, and the financial mechanism of the project. At the same time, this is also an opportunity to promote the implementation of energy efficiency policies in provinces across the country.
The workshop attendants include Mr. Trinh Quoc Vu, Director of the Department of Science, Technology and Energy Efficiency, General Department of Energy, MOIT; representatives of the Danish Ministry of Climate, Energy and Building; representatives of the Embassy of Denmark in Vietnam and various representatives of provincial Departments of Industry and Trade from several provinces such as Bac Ninh, Ha Nam, Da Nang, Can Tho and Ho Chi Minh city.

Starting December, 2014, LCEE Project conducted studies to make assessment on local policies in provinces across the country. The project completed the studies on the implementation of energy efficiency solutions for brick and fisheries sectors. Besides, the project also completed the design of Green Investment Facility (GIF), and now it has been rolled out to guarantee loans and credit with rewards for SMEs to invest in energy efficiency. In terms of communication, the project constructed the website at www.lcee.vn. and put it into commissioning operation. This is where the project activities are updated, as well as the applicable solutions for saving energy are introduced to, and applied by SMEs. |
In his opening speech, Mr. Trinh Quoc Vu says that in recent years, MOIT has attempted to finalize the preparation of legal documents, financial mechanisms to promote the economical and efficient use of energy in the country. In particular, the Low Carbon Transition in Energy Efficiency (LCEE) Project is prepared with the objectives to support the localities to promulgate the policies in energy savings in three sectors: brick, ceramics and food processing.
In the future, the Ministry will continue the energy cost norm setting for a number of key industries. At the same time, it is to improve the economical and efficient use of energy, to promote the communication, energy audits and consultancy for businesses in key industries.

At the workshop, Mr. Jakob Jespersen, Senior Advisor of the project introduced the LCEE project and its activities. At the same time, he also presented the plan to support the policy. It is expected that, in 2015, the project will provide training and support for policy facilitation in the management of provincial offices in 10 provinces of Vietnam.
The Workshop acknowledged the Report on support efforts in evaluation and implementation of policies within the framework of the LCEE project implemented by the EPRO Consulting company. In addition, the workshop also received a share of international experience in the promotion and use of energy with saving and efficiency presented by representative from the Danish Ministry of Climate, Energy and Building.
Mr. Trinh Quoc Vu facilitates the open discussion and replies queries from enterprises
Also at the workshop, Mr. Trinh Quoc Vu presides over the open discussion on the tools, the mechanisms and policies to promote energy saving and efficiency in SMEs. Questions and queries of the enterprises are adequately replied by Mr. Trinh Quoc Vu and the experts of LCEE project.
In 2015, the LCEE project schedules for the following activities: 46 preliminary energy audits to be conducted: - On-site training for staff of Energy Conservation Centers in provinces; - Identification of investment projects and pilot demonstration projects; Training for providers of energy efficiency services: - Capacity building in technical knowledge and marketing skills for promotion of products/services; 10 energy efficiency trade fairs to be organized locally and public awareness campaigns through television/radio locally launched; Procedure for GIF support deployed ; Training courses opened on optimization in brick production and fisheries; Pilot demonstration projects designed and implemented. |
