On April 20, 2015, under the guidance of the Hanoi People’s Committee, the Ministry of Industry and Trade, and the provincial Department of Industry and Trade, the groundbreaking ceremony was held for construction of Energy Manager Training Center in Hoa Lac Hi-tech Park, Hanoi.
The Energy Manager Training Center is built in the Education & Training Zone of Lang Hoa Lac Industrial Park with an area of 1.7 hectares. The floor area is 8,930 m2, consisting of three main functional blocks: The 7-storey Versatile, the gallery to display energy saving models and the experimental laboratory. Total investment of the project is about VND 198 billion (including grant in kind of machinery and equipment from JICA). It is so designed that each year the Energy Manager Training Center can provide the training to about 3,600 trainees. |
The ceremony attendants include Mr. Le Hong Thang, Director of the Hanoi Provincial Department of Industry and Trade; Mr. Trinh Quoc Vu – Director of Department of Science, Technology and Energy Efficiency, General Department of Energy, MOIT; Mr. Nguyen Cong Thinh - Deputy of the Department of Science, Technology and Environment, Ministry of Construction; Representatives of JICA, Japan; Representatives of Hanoi Energy Conservation Center and the construction contractors.
The Hanoi Provincial Department of Industry and Trade is the investor of the Project, supported by technical assistance, and general training program from the Ministry of Industry and Trade and the Ministry of Construction. At the same time, the project also receives support in terms of framework for curriculum, equipment and teaching visual aids and models from international organizations, such as JICA, Winrock and Unido.

Speaking at the groundbreaking ceremony, Mr. Le Hong Thang - Director of the Hanoi Department of Industry and Trade expresses the hope that the project would receive the concerns and guidance from Hanoi People's Committee, the Ministry of Industry and Trade, the Ministry of Construction and the Provincial Departments and sectors of the city to put the Project into operation. The project will contribute to reducing the elastic energy/GDP ratio of Vietnam, so that it would be approximately 1.0 in 2020, on a par with the developed countries in ASEAN region. It is known that the elastic energy/GDP ratio of Vietnam is currently 1.5.

Mr. Trinh Quoc Vu, Director of the Department of Science, Technology and Energy Conservation, Ministry of Industry and Trade says: " Ministry of Industry and Trade identifies that it is an urgent project, in consistence with the orientation of two Learning Centers to provide the training of energy managers in Hanoi and Ho Chi Minh City to serve the provision of high-quality human resources, contributing to decrease of energy intensity and to the enforcement of National Law on Economical and Efficient Use of Energy".
In the time to come, the Ministry of Industry and Trade will further encourage the international organizations to get involved in preparation of training curriculum, and the funding to support the procurement of equipment, and the setting of teaching models for the Centre.
