On May 5, 2015, Mr. Le Manh Ha the Vice Chairman of Ho Chi Minh city People's Committee directed the Department of Science and Technology to coordinate with the Urban Environment Company Limited to do research into an investment project on building a hyper grate incinerator.

In this regard, representative of the Department of Science and Technology, says that there are various technologies for disposal of wastes by means of incineration to generate electricity. Particularly in the city, a Dutch Government funded hyper grate incinerator is in operation at Go Cat dumping site of Ho Chi Minh City. This plant has a very modern processing technology and its production can be scaled up.

The Urban Environment Company Limited of Ho Chi Minh City also proposes the construction of a hyper grate incinerator with capacity of 1,000 tonnes/day. In fact, the current rate of industrial waste accounts for 15% - 20% of all domestic waste, very convenient to carry out the incineration for power generation.

At the meeting, Ho Chi Minh City Power Corporation provides further information that five years ago, the purchase price of clean electricity was only about 4cent/kWh on average. However, this price has been raised to over 10 cents/kWh. Thus, the purchase price of electricity generated from waste is the highest in all the clean energy sources, making it easier for companies to invest in this field. On the other hand, when investors invest in the field of clean energy production, they are also entitled to many preferential policies on financing, taxation and land rental as stipulated by Decision 34 by the Prime Minister. 

Vice Chairman of Ho Chi Minh city People's Committee, Mr. Le Manh Ha emphasizes that the total garbage yield in the city is about 7,000 tonnes/day, and will grow more in the future. In the long term, the incineration for power generation is the best solution to minimize the environmental pollution, to increase clean power source for the city. Therefore, it is necessary to promote investment in this field. Accordingly, the city leaders have assigned the Department of Industry & Trade to prepare a power development program from waste incineration, with additional studies, revised plan for clean energy production including electricity generation from waste incineration; the Urban Environment Company Limited is assigned to work in collaboration with the Department of Science and Technology and Ho Chi Minh City Power Corporation in doing research to make proposals in terms of technologies, the purchase prices, construction sites for hyper grate incinerators and modalities for integration into the national grid.
