Development Partners Provide Feedback on the Draft Amendment to the Law on Using Energy Efficiency and Conservation

The second meeting of 2025 of Technical Working Group 4 on Energy Efficiency focused on gathering feedback to refine the Draft Amendment to the Law on Using Energy Efficiency and Conservation.
The second meeting of Technical Working Group 4 on Energy Efficiency was held on the afternoon of February 24, 2025, in Hanoi. The meeting was co-chaired by the Department of Energy Efficiency and Sustainable Development and the United Nations Development Programme (UDP), under the Vietnam Energy Partnership Group (VEPG) framework. The objective was to gather input to refine the Draft Amendment to the Law on Using Energy Efficiency and Conservation, establishing a solid legal foundation for a more energy-efficient economy.

Ms. Nguyen Thi Lam Giang, Director General of the Energy Efficiency and Sustainable Development Department (Ministry of Industry and Trade), and Mr. Patrick Haverman, Deputy Resident Representative of UNDP Vietnam, co-chaired the meeting.
In her opening remarks, Ms. Nguyen Thi Lam Giang emphasized the importance of amending the law to promote the transition to a green economy, encourage investment in energy-saving technologies, and reduce emissions. The proposed amendments were shared with the meeting participants and have also been publicly posted for feedback on the Government’s and the Ministry of Industry and Trade’s online portals. The revised law is expected to be submitted to the Government in February 2025 and presented to the National Assembly for approval in May 2025.
A representative from the Department of Energy Efficiency and Sustainable Development presented the key amendments, which focus on four main policy areas:
- Enhancing the effectiveness of state management in the field of energy efficiency.
- Regulating the management and development of energy consulting services, energy auditing, and workforce training in the energy efficiency sector.
- Providing incentives and financial support mechanisms for energy efficiency initiatives.
- Transforming the market and managing the efficiency of energy-using equipment and vehicles.

Mr. Hoang Viet Dung, Department of Energy Efficiency and Sustainable Development Representative, presented details of the proposed amendments and additions to the Law on Using Energy Efficiency and Conservation.
During the meeting, representatives from UNDP shared research findings from the Energy Efficiency Task Force and provided specific recommendations on the proposed amendments.

Additionally, the Danish Energy Agency shared Denmark’s practical experience in energy efficiency and offered recommendations and consultations on the proposed revisions.

The discussion session received active contributions from representatives of the EU, UNDP, GIZ, various embassies, and other international development partners. These stakeholders provided input on key policy areas addressed in the amendment and contributed their perspectives.
Participants appreciated the transparency of the leading agencies in sharing information and incorporating feedback from international development partners in the revision process of the law. This reaffirmed the strong and effective coordination among the co-chairs in organizing and managing the Technical Working Group on Energy Efficiency under VEPG.

The input from development partners plays a crucial role in refining the Draft Amendment to the Law, helping to promote energy efficiency, sustainable development, and climate change mitigation in Vietnam.
The co-chairs recognized and valued the contributions of participants, emphasizing that these insights are essential for finalizing the Draft Amendment, fostering energy efficiency, supporting sustainable growth, and minimizing the impacts of climate change.
