Enhancing capacity for Bac A Bank Officers in Risk Sharing Facility Implementation

On the morning of October 4, the training program "Procedure for the Implementation and Issuance of RSF guarantee" for Bac A Bank officers within the framework of the Vietnam Scaling Up Energy Efficiency Project (VSUEE) took place in Hanoi.
Speaking at the opening ceremony, Ms. Nguyen Thu Phuong, VSUEE Project Coordinator, shared: "In the current period, ensuring energy security is considered a strategic issue of vital significance to the country's socio-economic development. Improving energy efficiency has become a key solution, not only reducing the burden of production costs for industrial enterprises but also playing a crucial role in achieving sustainable development goals. To achieve this goal, banks and financial institutions play a very important role; they are the bridge to bring capital to energy-saving projects, creating conditions for businesses to invest in technological innovation and improve production efficiency boldly."

As one of the main partners of the VSUEE Project, Bac A Bank is expected to play the role of one of the pioneering banks accompanying industrial enterprises in identifying, developing, and implementing energy-saving projects. The training program is specifically designed for Bac A Bank, focusing on specialized contents, including: Introduction and Instructions on Risk Sharing Facility (RSF); and Guildline on Project's Operation Manual; legal framework for energy saving activities and green products .... These are important contents to support bank officers to master the process, criteria, technical instructions and specific implementation steps as well as improve the capacity to appraise, make decisions and manage energy saving loans effectively and transparently.
In addition, the program will also update knowledge of the energy-saving market in Vietnam in general and the potential for energy saving in the industrial sector in particular, aiming to show a more comprehensive view of opportunities for developing green credit and sustainable finance in the context of the energy-saving market in Vietnam.

The program provides in-depth knowledge on the Risk Sharing Facility and the process of implementing and issuing the RSF Guarantee.
Through this program, the Project expects that Bac A staff will be strengthened with basic knowledge and equipped with professional skills, ready to play a pioneering role in implementing the RSF Fund. Bac A Bank, with its experience and development orientation associated with sustainability, can completely become one of the model banks in green finance, contributing to bringing energy-saving solutions from ideas to reality.

The trainees attending the training program are officers of Bac A Bank.
Risk Sharing Facility (RSF) is under Component 1 of the VSUEE Project, has a scale of 75 million USD from the refunded capital provided by the Green Climate Fund through the World Bank. The Fund was established to provide credit risk mitigation for participating financial institutions when lending to energy efficiency investment projects in the form of issuing RSF credit guarantees. Bac A Bank is one of two banks that have signed the Master Guarantee Agreement (the other bank is HDBank) and fully met the Project criteria to be able to obtain RSF credit guarantees for eligible energy efficiency sub-project investments.
