Capacity training program for local government officials in the field of energy efficiency and conservation under the framework of the VSUEE Project held in Da Nang from October 29-31, 2025
Within the framework of the “Vietnam Scaling Up Energy Efficiency Project” (VSUEE), the training program “Capacity building on energy efficiency policies development, implementation, and EE project development for government agencies” was organized from October 29 to 31, 2025, in Da Nang City.
This program was designed for energy management officials from the Departments of Industry and Trade and the Industrial Promotion Centers in the central region, aiming to strengthen state management capacity in the field of energy efficiency. Notably, due to the impact of storms in the region, the training was conducted in a hybrid format (both in-person and online) to ensure participant safety while maintaining the quality of instruction and interaction.

Through updates and dissemination of policies, regulations, and the current context of energy efficiency implementation in Vietnam, the training equipped local officials with the knowledge and skills necessary to perform their energy management duties effectively.
The curriculum focused on the latest updates in legal frameworks, resolutions, policies, and management tools, while also equipping participants with practical skills in evaluating and monitoring key energy users, as well as identifying, developing, and promoting energy efficiency projects at the local level. These sessions helped participants better understand the role of local authorities in enforcing legal regulations and enabled them to proactively propose and advise on suitable solutions aligned with local socio-economic development characteristics.
Beyond theoretical learning, the program also served as a forum for discussion, networking, and experience sharing among the Departments of Industry and Trade, Centers for Industrial Promotion, and enterprises. This exchange helped form a network of energy management officials in the central region—a core force accompanying the Ministry of Industry and Trade (MOIT) in implementing local energy efficiency plans, programs, and projects.
The online platform expands opportunities for more local government officials to participate, especially in localities affected by natural disasters, ensuring the progress and objectives of the training series.
Following the successful training courses held in Hanoi, Ho Chi Minh City, and Can Tho, the Da Nang session marked another step in the nationwide capacity-building series under the VSUEE Project. These programs play a crucial role in strengthening the capacity of the energy management system from central to local levels, contributing to the implementation of Resolution No. 70-NQ/TW and the National Program on Energy Efficiency for the 2019–2030 period (VNEEP3).
At the end of the program, trainees were expected to enhance their knowledge and skills in state management, support enterprises in implementing energy efficiency solutions, and contribute to national goals on energy security, greenhouse gas reduction, green transition, and sustainable development.
