C2.2.13: Providing technical support, training, and communication on energy efficiency for industrial zones and clusters in Vietnam
The Socialist Republic of Vietnam has received a grant from the Green Climate Fund (GCF) through the World Bank (WB) for the Vietnam Scaling Up Energy Efficiency Project (VSUEE Project). The project will provide TA to support the implementation of VNEEP’s targets and the Paris Agreement on climate change mitigation measures in the industrial and energy sector. In addition, capacity building activities will address the knowledge, institutional, and capacity-building needs of the relevant stakeholders in the management and development of a national mechanism and policies on EE. Those efforts will be accompanied by the establishment of a risk-sharing facility, backed by a GCF Guarantee instrument, which aims to address current regulatory barriers to access commercial capital, mobilize local bank financing, and encourage stakeholders such as industrial enterprises and commercial banks to implement projects and develop an EE investment market. The project consists of two components: (i) GCF Risk Sharing Facility; (ii) Technical Assistance. Phase 1 of the Project was implemented from February 2022 through January 2026. In order to allow sufficient time to complete the Project’s objectives and activities, the Component 2 – Technical Assistance has been extended until the end of January 2027. Component 1 – Risk Sharing Facility was completed on schedule, coinciding with the project’s end date of January 31, 2026. The VSUEE Project Management Board (PMB) intends to use part of its grant to recruit a qualified consultant firm to provide technical support, training, and communication on energy efficiency for industrial zones and clusters in Vietnam.
The consulting services (“the Services”) consists to provide technical support, training, and communication on energy efficiency for industrial zones and clusters in Vietnam. The Consultant shall be responsible for:
- To review and consolidate international and Vietnamese experience on zone-level energy efficiency measures and implementation approaches applicable to industrial parks and industrial clusters;
- To develop case studies on energy efficiency measures and implementation practices at industrial parks and industrial clusters in Vietnam.
- To develop a set of Energy Efficiency Measures and Implementation Approach, together with a Practical Guideline on applying these measures, for industrial parks and industrial clusters in Vietnam;
- To deliver training to relevant stakeholders involved in energy management in industrial parks and industrial clusters
- To communicate the Energy Efficiency Measures, Implementation Approach, Practical Guideline, and key project findings to relevant stakeholders.
The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request to the email addresses indicated at the end of the REOI.
The VSUEE Project Management Board now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and attachment the business license of firm. The shortlisting criteria are:
1. Have a proper business license in the field of this activity and be authorized to carry out certification activities in accordance with applicable laws and regulations;
2. Minimum 10 years’ experience in energy efficiency consultancy/ training of the industrial sectors, preferably in energy technologies and efficiency opportunities in industrial sectors;
3. Have demonstrated relevant experience leading and delivering at least 02 assignments in developing/implementation for technical support, training, and communication on energy efficiency of projects within the past 5 years, prioritizing assignments that have worked in energy efficiency for industrial zones;
4. Knowledge and experience with energy use and efficiency opportunities in industrial parks and clusters;
5. Experience in applying EE management standards (such as ISO 50001) and related procedures in industrial facilities (experience with IPs and ICs would be a plus);
6. Experience in developing EE guidelines and training programs;
7. Capabilities and experience in investment grade audits and financial analysis of EE options in industry;
8. Proven knowledge of Vietnam’s industries and close relationship with enterprise community;
9. Experience with International Financing Institutions (IFI) project. Experience working with MOIT is preferable.
This assignment will require the consultant to assemble a strong team experienced on the topics above, which collectively brings the range of skills needed for the different tasks (e.g. financial, economic experts and communication/training specialists, EE expert, etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Selection of consultant firm will be carried out by the Consultant’s Qualification Based Selection) (CQS) under World Bank Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016. The contract will be a lump sum contract.
