REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
C2.1.26: Develop/Upgrade MRV Systems for Selected Industrial Sectors
The Socialist Republic of Vietnam has received a grant from the Green Climate Fund (GCF) through the World Bank (WB) for the Vietnam Scaling Up Energy Efficiency Project (VSUEE Project). The project will provide TA to support the implementation of VNEEP’s targets and the Paris Agreement on climate change mitigation measures in the industrial and energy sector. In addition, capacity building activities will address the knowledge, institutional, and capacity-building needs of the relevant stakeholders in the management and development of a national mechanism and policies on EE. Those efforts will be accompanied by the establishment of a risk-sharing facility, backed by a GCF Guarantee instrument, which aims to address current regulatory barriers to access commercial capital, mobilize local bank financing, and encourage stakeholders such as industrial enterprises and commercial banks to implement projects and develop an EE investment market. The project consists of two components: (i) GCF Risk Sharing Facility; (ii) Technical Assistance. Phase 1 of the Project was implemented from February 2022 through January 2026. In order to allow sufficient time to complete the Project’s objectives and activities, the Component 2 – Technical Assistance has been extended until the end of January 2027. Component 1 – Risk Sharing Facility was completed on schedule, coinciding with the project’s end date of January 31, 2026. The VSUEE Project Management Board (PMB) intends to use part of its grant to recruit a qualified consultant firm to develop/Upgrade MRV Systems for Selected Industrial Sectors.
The consulting services (“the Services”) consists to develop/Upgrade MRV Systems for Selected Industrial Sectors. The Consultant shall be responsible for:
- Develop standardized monitoring indicators, reporting templates, and calculation methodologies for energy savings and GHG emission reductions across key industrial subsectors;
- Establish an integrated and synchronized MRV system from enterprise level to government agencies, ensuring comprehensive, accurate, and verifiable data collection and reporting.
- Provide practical tools for industrial enterprises to: (i) assess energy consumption; (ii) identify energy saving opportunities and; (iii) track post-investment performance;
- Ensure that MRV outputs provide reliable and actionable data for: (i) MOIT and other government agencies; (ii) policy development and benchmarking and; (iii) financing decisions under VSUEE and related programs

The VSUEE Project Management Board now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and attachment the business license of firm. The shortlisting criteria are:
At least 10 years experience in energy or energy efficiency consultancy of the industrial sectors;
1. Have demonstrated relevant experience leading and delivering at least 02 assignments in developing/implementation for the monitoring and evaluation (M&E) or measurement, report and verification (MRV) or measurement and verification (M&V) of projects within the past 5 years, prioritizing assignments that have worked in energy efficiency project;
2. Have demonstrated knowledge and experience with current status of MRV activities in Vietnam, preferable with international best practices for MRV;
3. Experienced in International Financing Institutions (IFI) projects funded by the international donors such as WB, ADB, GIZ, UNIDO, DANIDA, etc., involving consulting services on energy or energy efficiency and related reporting requirements. Experience working with MOIT is preferable;
4. Have knowledge and experience on technology transfer, capacity building, and training of energy efficiency managers and operators, preferably in monitoring and evaluation and in MRV;
5. This assignment will require the consultant to assemble a strong team experienced on the topics above, which collectively brings the range of skills needed for the different tasks (e.g. MRV Expert, Energy Experts/Specialists, Database specialist etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Selection of consultant firm will be carried out by the Consultant’s Qualification Based Selection) (CQS) under World Bank Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016. The contract will be a lump sum contract.
