The project developer, the Dong Xuan Joint Stock Company, is responsible for carrying the project pursuant to regulations enacted by the Hanoi People's Committee. The tramcars must strictly adhere to existing state laws on road transport. The project review meeting will be held periodically every six months to draw valuable experiences for further implementation.

Accordingly, Hanoi People's Committee will experiment with a tramcar project in line with an approved route scheme to ensure that the tramcar system does not cause traffic congestion and threaten traffic security.

The Prime Minister also urged the Ministry of Transport and the Ministry of Public Security to join hands with the Hanoi People's Committee to work on tramcar management in the test project implementation. After three years of test run, the Ministry of Transport must cooperate with the Hanoi People's Committee to draw summary reports and submit it to the Prime Minister.

The Hanoi People's Committee earlier reportedly gave the green light to enable the Dong Xuan Joint Stock Company to experiment with an eco-friendly tramcar project serving visitors in the ancient quarters and the Hoan Kiem Lake. Accordingly, 20 battery running tramcars will be brought into use.

Two tours with 15 tramcars are tailored. The first tour consists of commercial quarters and the Dong Xuan market; it begins from the Dinh Tien Hoang Street and crosses five stops. The second tour consists of a food shop street, professional guild streets and several relic sites such as the Ngoc Son, Kim Ngan and the Le Emperors temples and crosses 10 stops. Each tramcar carries 5-12 passengers with ticket prices ranging from VND10,000-30,000/person/time.
