On October 22nd, the Department of Industry and Trade of Ninh Thuan province, in collaboration with the Committee of preparation for investment in nuclear power and renewable energy projects, held a conference to announce construction locations of the two nuclear power plants in Ninh Thuan .
In Vinh Truong hamlet, Phuoc Dinh commune, Thuan Nam district, Ninh Thuan, representatives of the Ministry of Industry and Trade have announced Decision 3849/QD-BCT dated July 20th 2010 of the Ministry of Industry and Trade approving the Construction location scheme of Ninh Thuan 1 nuclear power plant established by the Institute of Energy in November 2008 for the investors and the provincial People's Committee of Ninh Thuan to prepare premises and infrastructure.
Accordingly, Ninh Thuan 1 nuclear power plant will be built in Vinh Truong hamlet, Phuoc Dinh commune, about 20km from the center of Phan Rang-Thap Cham city, Ninh Thuan, with the total on-land area of 502ha, of which the area within the factory fence (not including port) is 123ha, the area of isolation zone 1km from plant barrier is 379ha; at-sea area is 310ha, including the port area of 38ha and at-sea isolation area of 272ha.
Besides, there is also an operational management area, a 20ha Management board’s building, a 2ha area of exhibition and public relation center, which will be built at the center of Phan Rang-Thap Cham (Ninh Thuan ) and common to the two nuclear power plants in Ninh Thuan.
The capacity of Ninh Thuan 1 nuclear power plant is planned to be approximately 4,000 MW with 4 units, each unit’s capacity of approximately 1,000MW, with modern, innovative and proven technologies; nuclear fuel will be imported, transported to the plant by sea and unloaded at a specialized port of Ninh Thuan 1 nuclear power plant built in Vung Tron.
Demand for cooling water of one unit is about 70m3 per second, the source is sea water. Demand for fresh water of the entire plant is about 13.000m3 per day, water from Nha Trinh dam, Cai river, will be brought straight to the pipe system. Electrical and communications systems will be connected to the national system; the transportation system outside the plant will be connected to 1A National Highway and the coastal road; there will be also internal road, green tree system, sea water treatment system, fire protection system and waste storage.
Unit 1 is expected to operate in 2020, unit 2 in 2021, unit 3 in 2023 and unit 4 in 2024 ... Based on the approved plan, the provincial People's Committee of Ninh Thuan will implement the compensation, clearance and immigrant resettlement; coordinate with the Ministry of Natural Resources and Environment and other related agencies to assess titanium reserves in Ninh Thuan 1 nuclear power plant construction location to have a thorough mining plan before starting the construction.
Electricity of Vietnam corporation will coordinate with the provincial People's Committee of Ninh Thuan to develop construction infrastructure of the project, work with the Ministry of Transport to reach an agreement on building a specialized port, invest in the construction of the power transmission system in sync with Ninh Thuan 1 nuclear power plant.
In Vinh Hai commune (Ninh Hai district), representatives of the Ministry of Industry and Trade have also announced Decision 3850/QD-BCT dated July 20th 2010 of the Ministry of Industry and Trade approving Construction location scheme of Ninh Thuan 2 nuclear power plant.
Accordingly, nuclear power plant in Ninh Thuan 2 will be built in Thai An hamlet, Vinh Hai commune, Ninh Hai district, about 20km from the center of Phan Rang-Thap Cham city, Ninh Thuan, with the total on-land area of 514ha, of which the area within the factory fence (not including port) is 119ha, the area of isolation zone 1km from plant barrier is 395ha; at-sea area is 308ha, including the port area of 36ha and at-sea isolation area of 272ha.
The capacity, technologies, premise planning; major systems and infrastructure planning; architecture and construction planning; other systems planning and storages of the Ninh Thuan 2 nuclear power plant are similar to those of Ninh Thuan 1 nuclear power plant.
Unit 1 of Ninh Thuan 2 plant is expected to operate in 2021, unit 2 in 2022, unit 3 in 2024 and unit 4 in 2025.
