National Communication on Using E5 Petrol

The Deputy Prime Minister demanded that ministries, concerned agencies, localities and enterprises continue promoting the achievements and efforts, to be more aggressive in implementation of the roadmap, to ensure the set targets hit, and to prepare the necessary conditions for nationwide expansion.

Deputy Prime Minister Hoang Trung Hai assigned the Ministry of Industry and Trade to preside over the urgent development and implementation of national-level communication program to encourage the use of E5 petrol, in collaboration with the Ministry of Information and Communications, Ministry of Science and Technology and other relevant bodies.

According to the approved roadmap, starting December 1st, 2015, the production, blending and trading of E5 petrol for road motor vehicles will be deployed nationwide. Time is running out shortly, thus the development strongly continues in 8 provinces (Quang Ngai, Da Nang, Hanoi, Ho Chi Minh City, Hai Phong, Ba Ria - Vung Tau, Can Tho and Quang Nam). The ongoing roadmap and preparation for the next stage of nationwide expansion is urgently required.

Regarding the propaganda, Deputy Prime Minister assigned the Ministry of Industry and Trade, in collaboration with the Ministry of Information and Communications, Ministry of Science and Technology and other relevant bodies to urgently develop and implement the national leveled communication programs to encourage the use of E5 petrol, in which benefits in using E5 petrol should be well defined, with official confirmation on the quality and technical assurance for the consumers to be confident in using E5 petrol.

Local authorities, whole sale dealers are expected to provide guidance to the petroleum business units in the area, under the distribution system of whole sale dealers to organize  the information and communication on the use of E5 petrol to customers and consumers.

Under the direction of the Deputy Prime Minister, the whole sale dealers should  accelerate the construction of E5 blending stations, expand its network of sale stores, with the objectives to be achieved that by November 30, 2015, a minimum of 50% of the total number of stores in the 8 provinces should have E5 sale stations in their distribution system; business plans should be registered, progress and outputs should be reported on a monthly basis to the Ministry of Industry and Trade. Ministry of Industry and Trade is assigned to review and approve the specific plans for each whole sale dealer prior to June 30, and to supervise, inspect and oversee the implementation.
