Amid an extraordinarily hot weather, the demand for electricity of Hanoi people soared, making the electrical system overloaded. Hanoi Department of Industry and Trade has requested the districts to encourage the people to save power .

During the summer peak month of June 2015, commercial power production rose 72% over March 2015. Especially in hot sunny days, such as on June 30, the peak power output increased as high as 61.7 million kWh (meanwhile the average production of the first quarter of 2015 was only 37 million kWh/day), which made the city power system in Hanoi severely overloaded, resulting in loss of stability and reliability.

In this situation, on July 1st, 2015, Hanoi Department of Industry and Trade issued the document No. 2113 / SCT-TKNL to be dispatched to District People's Committee with proposal to cooperate with local electricity units in their efforts of education and communication for power saving during the summer peak.

The Director of Hanoi Department of Industry and Trade Le Hong Thang requested the Hanoi Power Corporation to provide guidance to  the power companies to work in collaboration with the Economic Division of People's Committee of districts, towns and to synchronize the activities of the movement "power saving, energy saving households" in Hanoi. The communication and message dissemination are performed in wards, communes and towns through loudspeaker system, mobile speakers about the skills for households to save electricity.

People's Committee of districts, towns and Hanoi Power Corporation of Hanoi were also requested to submit reports on the 1st round  (by July 1, 2015) of power saving operation in summer peak time, including the intents in the time to come, difficulties and constraints, so that Hanoi Department of Industry and Trade could collate with other reports to report to City People's Committee.
