This is the goal set out in Quang Ninh province's plan to terminate the clay brick production in traditional kiln, the continuous vertical kiln and the fossil (coal, oil, gas) fueled circle kilns.

Quang Ninh also aims to develop its construction materials industry in the direction of industrialization and modernization; focusing on the development of new types of construction materials of high quality, with modern production technologies, in order to save energy and mineral resources, and to minimize environmental pollution.

The development of production and use of unbaked construction materials are encouraged, making full use of the waste sources from the mining sector to produce construction materials. The thermal power industry and other industries in the area are ensured with fuels for production, meanwhile unbaked construction materials are supplied sufficiently to replace the baked clay materials to meet the construction demand in the province.

Under the plan, the clay brick production facilities currently operating in the town areas, wards and other areas near residential areas, rice and crop cultivation areas of Quang Yen, Ba Che, Mong Cai, Dong Trieu, Uong Bi shall terminate their operation in the following schedule: by January 1st, 2016 the termination is compulsory for baked clay brick production facilities, the improved baked clay brick kilns; and by January 1st, 2018 the termination is compulsory for the continuous vertical kilns and the fossil (coal, oil, gas) fueled circle kilns.

The baked clay brick production facilities currently operating in the mountainous, remote regions in the province, including: Ba Che, Mong Cai, Dong Trieu, Dam Ha, shall terminate their production in following schedule: no later than January 1st, 2018 for the baked clay brick production facilities, the improved baked clay brick kilns; and by the end of 2018 for the continuous vertical kilns and the fossil (coal, oil, gas) fueled circle kilns.
