From August 1st, 2015, the provisions of Decree 58/2015/ND-CP promulgated by the Government will be effective. This is a decree to amend and supplement some articles of Decree No. 192/2013/ND-CP dated 21/11/2013.

The Decree 58/2015/ND-CP supplements with additional penalties for certain violations of the legal provisions on thrift practice and wasteful practice in the extraction and use of resources such as electricity, water, gas and oil.
Specifically, Article 25 defines that a warning or a fine of between VND1 million and VND2 million is imposed on the wasteful practice in using the means of communication, electricity, water, gas, oil, books and newspapers, stationery, expenditures for conferences, seminars, amenities, travel allowances, in-country and overseas field works using the state budget in excess of the standards and norms set by the authorities.
For violations of the legal provisions on thrift practice and wasteful practice in extraction and use of resources, the Decree clearly specifies: A fine from VND1 million to VND5 million shall be imposed on the act of illegal obstruction of the implementation of the research and application of science and technology in implementing projects using recycled resources.
Meanwhile, those acts of extraction and use of natural resources which are not properly planned, or beyond the approved procedures and processes shall be exposed to a fine ranging from VND20 million to VND30 million.
