Vietnam National Coal – Mineral Industries Holding Corporation Limited (VINACOMIN) and Nghe An Provincial People's Committee signed the Memorandum of Understanding with the two parties’ agreement on the project implementation progress of Quynh Lap Thermal Power Plant 1.

Quynh Lap Thermal Power Plant 1 Project is owned by VINACOMIN as an investor. According to the agreement, Vietnam National Coal – Mineral Industries Holding Corporation Limited will be responsible for detailed construction map with scale 1/500 of the total layout before August 15, 2015 to be submitted to the Nghe An Provincial People's Committee for appraisal; the groundbreaking ceremony for Quynh Lap thermal power plant is planned by October 10, 2015, the bid package of ground leveling before June 30, 2016 and the thermal plant shall be into operation by 2020.
Quynh Lap thermal power plant is central in the master plan of Dong Hoi industrial zone, in Hoang Mai town, which had been approved by the Ministry of Industry and Trade with a planned area of about 283 hectares and designed capacity of 2.400MW, including 4 generators with power output of 4x600MW; the investment is made in 2 stages: Quynh Lap Thermal Power Plant 1 is of 1,200 MW, and Quynh Lap Thermal Power Plant 2 is 1,200 MW.
Both power plants are located on the coast close to the sea, linked to Dong Hoi seaport to facilitate the operation and materials supplies for the plants.
