On July 30, 2015, a training course in inspection into the Enforcement of Law on Economical and Efficient Use of Energy took place in Da Nang. This course is organized by the General Department of Energy - Ministry of Industry and Trade in collaboration with the Da Nang provincial Department of Industry and Trade. This is the first in the series of workshops for enforcement of the Law on Economical and Efficient Use of Energy in three provinces and cities, namely Da Nang, Hai Phong and HCM city.

The workshop attracted the participation of Representatives from Department of Industry and Trade, the Market Management Department of central provinces and the Central Highlands.

In the workshop opening remarks, Mr. Trinh Quoc Vu, Director of the Department of Science, Technology and Energy Efficiency, General Department of Energy, Ministry of Industry and Trade emphasized the role and importance of the Law on Economical and Efficient Use of Energy. Mr. Trinh Quoc Vu said the ministry and energy experts would transfer experiences in enacting the Law to localities across the country.

At the seminar, Mr. Nguyen Kinh Luan, an independent energy expert made a presentation on the concerned legal documents; the accountability for inspection and examination; contents in testing and inspections; prohibited acts and authorization in the inspection and examination regarding the economical and efficient use of energy.

Accordingly, the contents for inspection regarding the Law on Economical and Efficient Use of Energy focus on the activities at the key energy users, consultancy activities for energy audits, portfolio of means of transport to be labelled with energy efficiency, compliance activities in energy labeling; compliance with regulations on the use of energy-saving and efficiency in the agencies and units using the state budget, the prohibited conducts could be found in Article 8 of the Law on Economical and Efficient Use of Energy.

Mr. Nguyen Kinh Luan emphasizes that the inspection teams and inspectors, during their inspections in energy saving and efficiency, should comply with the authorization, sequence and procedures of the law on inspection, which prohibits the any action causing annoyance, nuisance, impediment to the production of the objects under inspection.

At the same time,  preventive measures should be promptly applied, and actions prescribed by law should be taken to deter the violations in the use of energy. And the  investigation conclusions and treatment measures must be backed with accountability of decision makers.

The object under inspection for economical and efficient use of energy should assist the inspection teams and inspectors with provision of documents related to the inspection contents. At the same time, it is to create enabling conditions for inspection teams and inspectors to perform their duties; to abide by the handling decisions of the inspection teams, inspectors and to comply with the provisions of law on inspection.
