Assessing the Effectiveness of National Target Program in Hanoi

On December 5, 2015, in Hanoi, the "Consultation Meeting for assessment and acceptance of National Target Program on Economical and Efficient Use of Energy in Hanoi in 2015 was held by the General Department of Energy in collaboration with the Hanoi Department of Industry, Trade and Energy Conservation Center.

The Assessment Advisory Council of the National Target Program on Economical and Efficient Use of Energy include representatives of the Department of Science and Technology, Energy Consevation, General Department of Energy, Ministry of Industry and Trade; representatives of the Hanoi Department of Industry and Trade and some lecturers from the University of Technology, University of Construction and University of Power.

The reports on the assignments of the National Target Program on Economical and Efficient Use of Energy comprise the reviews on improvement of energy efficiency for enterprises producing construction materials in Hanoi; the movement of power saving families in Hanoi; the promotion of equipment to save energy through supporting enterprises in the industrial zone in Phu Nghia - Chuong My, where the Economical and Efficient Use of Energy was recommended for application in the multifunctional buildings, condominiums, which were reported for review analysis.

According to Mr. Nguyen Van Anh, lecturer of the Electric Institute, Hanoi University of Science and Technology, some projected themes have the appropriate scientific approach basing on actual data through audits, they also introduce the evaluation criteria for equipment, model selection criteria and energy management solutions to offer many specific energy savings as inverters for the engine system, heat reusing to save energy, to bring many practical benefits to the enterprises.

However, Mr. Cu Huy Quang, the expert from the Department of Science, Technology and Energy Conservation, General Department of Energy, Ministry of Industry and Trade says that some tasks do not clearly describe how the data is collected to improve the reliability, so more specific energy saving solutions should be put forward such as making use of the discharged heat, sunlight, or optimizing the use of raw materials in the production plants. Furthermore, the most optimal energy-saving solution should be sorted out from the proposed solutions, that matches the characteristics of each business and the effectiveness of the solutions which has been applied in actual practice.
