The economical and efficient use of energy is the goal of the transport sector (Ministry of Transport) in general and of the railway sector in particular. In recent years, Vietnam Railway Bureau has implemented several programs to hit this goal, including the preparation of "Handbook on Energy Efficiency Measures in Railway Operation and Business" coded NL 142005. The Handbook was officially completed by the Railway Bureau in December 2015.
As far as we know, the preparation of "Handbook on Energy Efficiency Measures in Railway Operation and Business" is within the framework of the Energy Efficiency Project of the Ministry of Transport, under the National Target Program on Economical and Efficient Use of Energy. Vietnam Railway Bureau is assigned to be the focal point of the project and Master of Science Truong Van Duy, Specialist of Science- Technology and Environment was appointed as project leader .

The project was implemented for two years, from January 2014 to December 2015. The handbook was compiled on the basis of legal documents, standards, technical regulations of Vietnam on fuel efficiency as well as inheritance of projects, practical experience in the economical and efficient use of energy in operation of the railway and industrial production. The handbook not only helps guide the units for reference, and easy retrieval, flexible application, but also contributes to the cause of environmental protection of the country.
