Project Evaluation of the National Target Program on Economical and Efficient Use of Energy

The action for evaluation of National Target Program on Economical and Efficient Use of Energy shall be performed from now till May 2016.

On January 22, 2015, the General Department of Energy held a workshop to launch an evaluation on the achievements of the national target program on Economical and Efficient Use of Energy after phase II 2012-2015 completion.

Attending the workshop were Mr. Trinh Quoc Vu, Director of the Department of Science, Technology and Energy Efficiency, General Department of Energy, Ministry of Industry and Trade; Chief Senior Consultant Niels Bahsen of Danish company RCEE-NIRAS; Mr. Nguyen Ngoc Hung, Representative of Energy Institute; and representatives from the Ministry of Construction, Ministry of Transport and experts in the concerned field who have been supporting the national target program on Economical and Efficient Use of Energy.

Opening the workshop, Mr. Trinh Quoc Vu, said the Office of Energy Efficiency, responsible for steering the national target of Economical and Efficient Use of Energy officially reviewed the program with the goal to assist the Ministry of Industry and Trade / General Department of Energy to evaluate the achieved results and/or unachieved targets, as well as to make recommendations for the authorities in the planning for the next phase.

During the workshop, the Chief Technical Adviser Niels Bahsen of Danish company RCEE-NIRAS introduced the Project on Evaluation of National Target Program on Economical and Efficient Use of Energy, while inducing the methods for data collection, evaluation methods and implementation plan.

Then, the representatives of the Energy Institute, Mr. Nguyen Ngoc Hung made a presentation on the current status of energy data collection, energy efficiency evaluation methods, and recommendations of the end -use based evaluation method. He said that the data collection was mainly based on existing data sources of the State management agencies and corporations combined with expert evaluation. Besides, there are still many difficulties in the funding to conduct surveys or process the specialist statistics.

Following the two presentations, at the workshop, Mr. Nguyen Tuan Anh, the representative of national consultants also presented the Excel-embedded tool for Monitoring and Evaluation of the energy consumption.

Finally, during the discussion, the experts gave comments to improve the efficiency for evaluating the National Target Program on Economical and Efficient Use of Energy, for example, the evaluation should take into account the non-energy elements, calculating the changes of time and technology. Also, it is necessary to pay attention to the disaggregation of data in areas, such as huge users of energy consumption like hospitals, condominiums and supermarkets.

The action for evaluation of National Target Program on Economical and Efficient Use of Energy shall be performed from now till May 2016.
