The Steering Committee performs the function of helping the Prime Minister to research, direct and coordinate to solve important and interdisciplinary tasks in the implementation of the National Energy Efficiency Programme in the period of 2019 - 2030 (hereinafter the Program).
Deputy Prime Minister Le Van Thanh as the Head of the Steering Committee of the National Energy Efficiency Programme for the 2019-2030 period Tasks and powers of the Steering Committee include: To be authorized by the Prime Minister to decide on mechanisms and policies and to deal with specific issues within the competence of the Prime Minister in the process of organizing and supervising monitor and implement the tasks under the Program; propose policy adjustments and apply necessary measures to ensure effective implementation of the Program; direct functional authorities to urge and inspect the implementation of approved schemes and projects.
The Steering Committee is entitled to mobilize domestic and foreign experts for a certain period of time to research and edit schemes, projects, draft legal documents and perform other assigned tasks.
In addition, the Steering Committee helps the Prime Minister to direct, regulate and coordinate among ministries, ministerial-level authorities and Governmental agencies in solving problems under the Program. Specifically, periodically report to the Prime Minister on the results of the implementation of the Program; approve the 5-year master plan framework and annual implementation of the Program's tasks; approve and implement the annual work plan of the Steering Committee and assign tasks to the members of the Steering Committee to implement the Program; approve and promulgate the Regulation on operation of the Steering Committee; approve and promulgate the Regulation on formulation, selection and organization of management and performance of tasks under the Program using funds from the central budget.
At the same time, direct, inspect and urge ministries, branches, People's Committees of provinces and centrally-run cities, relevant organizations and units to implement the tasks of the Program approved by the Prime Minister in Decision No. 280/QD-TTg dated 13/3/2019.
The Chairman, Standing Deputy Head, Deputy Head of the Board, members of the Steering Committee operate under the concurrent regime.
Head of the Steering Committee signs directing documents using of seals of the Prime Minister; Standing Deputy Head, Deputy Head and members of the Steering Committee sign directing documents using of seals of the ministries, branches and agencies they are in charge of.
The Ministry of Industry and Trade is the standing authority assisting the Steering Committee in organizing and implementing the Program's activities and is responsible for: Developing the annual work plan of the Steering Committee, preparing for the Committee's meetings, developing a 5-year plan framework and annual program implementation, submitting it to the Steering Committee for approval; organizing the selection, management and implementation of tasks under the Program according to the regulations promulgated by the Steering Committee;
To guide and coordinate ministries, branches, People's Committees of provinces and centrally run cities, organizations and individuals in formulating plans and implementing activities under the Program;
To summarize and report on the implementation of the Program at the request of the Steering Committee and the Prime Minister; perform other tasks assigned by the Prime Minister and the Head of the Steering Committee on activities related energy efficiency.
