Request for Expressions of Interest (Consulting services – Firms selection)

The Socialist Republic of Vietnam has received a grant from the Green Climate Fund (GCF) through the World Bank (WB) for the Vietnam Scaling Up Energy Efficiency Project (VSUEE Project).

C2.1.14: Assessment of training needs and implementation of capacity building on EE investment identification and development, energy audit, financial analysis for EE projects, MRV implementation, marketing and business strategies for IEs, ESCO, EESPs
The Socialist Republic of Vietnam has received a grant from the Green Climate Fund (GCF) through the World Bank (WB) for the Vietnam Scaling Up Energy Efficiency Project (VSUEE Project). The project will provide TA to support the implementation of VNEEP’s targets and the Paris Agreement on climate change mitigation measures in the industrial and energy sector. In addition, capacity building activities will address the knowledge, institutional, and capacity-building needs of the relevant stakeholders in the management and development of a national mechanism and policies on EE. Those efforts will be accompanied by the establishment of a risk-sharing facility, backed by a GCF Guarantee instrument, which aims to address current regulatory barriers to access commercial capital, mobilize local bank financing, and encourage stakeholders such as industrial enterprises and commercial banks to implement projects and develop an EE investment market. The project consists of two components: (i) GCF Risk Sharing Facility; (ii) Technical Assistance. The VSUEE Project Management Board (PMB) intends to use part of its grant to recruit a qualified consultant firm to assess the training needs, design training and capacity building programs, prepare training materials and deliver the capacity building programs to IEs and to ESCOs/EESPs.
The consulting services (“the Services”) consists of two separate streams: (i) Training and capacity building of IEs and; (ii) Training and capacity building of ESCOs and EESPs. The Consultant shall be responsible for: (i) Desk research to identify the prior training efforts, training materials developed in these efforts, and the effectiveness of the training delivered; (ii) Survey of the trainees to identify their knowledge of industrial EE technologies, potential EE measures (EEMs), process of identifying EEMs and related investment needs and energy and cost savings, EEM implementation approaches including the potential role and business models of ESCOs and EESPs, financing structures and risk-sharing approaches, M&V protocols, etc; (iii) Identification of knowledge gaps and preparation of training needs assessment report; (iv) Design of a comprehensive training program to address the gaps and; (v) Delivery of the training program in several locations in Vietnam. The estimated implementation time of this consulting task is 18 months, expected  to start from October 2023 with possible extension based on the need and Consultant’s performance and project extension.

The VSUEE Project Management Board now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and attachment the business license of firm. The shortlisting criteria are: 
(i) At least five (5) years of work experience in industrial EE
(ii) Knowledge and understanding of energy using equipment and processes in energy intensive industries; 
(iii) Experience in designing and conducting technical training programs, technical survey, assessment of training needs, preferably in energy efficiency; 
(iv) Experience with M&E approaches 
(v) Experience working with international funded projects.
(vi) Knowledge and understanding of ESCO, strong experience in working with industry enterprise as well as SMEs in Viet Nam.
(vii) Proven knowledge of Vietnam’s industries and close relationship with enterprise community.
This assignment will require the consultant to assemble a strong team experienced on the topics above, which collectively brings the range of skills needed for the different tasks (e.g. energy efficiency, gender, economics, training, environment, financial, etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  
 Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.
