Dear Consultant Agencies,
The Socialist Republic of Vietnam has received a grant from the Green Climate Fund (GCF) through the World Bank (WB) for the Vietnam Scaling Up Energy Efficiency Project (VSUEE Project). The project will provide TA to support the implementation of VNEEP’s targets and the Paris Agreement on climate change mitigation measures in the industrial and energy sector. In addition, capacity building activities will address the knowledge, institutional, and capacity-building needs of the relevant stakeholders in the management and development of a national mechanism and policies on EE. Those efforts will be accompanied by the establishment of a risk-sharing facility, backed by a GCF Guarantee instrument, which aims to address current regulatory barriers to access commercial capital, mobilize local bank financing, and encourage stakeholders such as industrial enterprises and commercial banks to implement projects and develop an EE investment market. The project consists of two components: (i) GCF Risk Sharing Facility; (ii) Technical Assistance. The VSUEE Project Management Board (PMB) intends to use part of its grant to recruit a qualified consultant firm to Capacity Building of Participating Financial Institutions and Project Implementation Entity.
The consulting services (“the Services”) consists to provide support to conduct develop and implement an energy efficiency (EE) benchmarking scheme to be able to compare the energy efficiency of IEs with best practice in Vietnam and estimate the potential for energy savings. The Consultant shall be responsible for:
  • Identifying and reviewing the industrial EE benchmarking methodology and the application of the methodology in previous projects in Vietnam;
  • Reviewing and updating the benchmarking conducted for the two current selected industrial sectors;
  • Conducting a broad review of major industry sub-sectors and proposing an approach to select two new industry sub-sectors for this project;
  • Selecting, in cooperation with the PMB, two new industry sub-sectors for developing the EE benchmarking;
  • Finalizing and documenting the methodology and approach to be utilized;
  • Identifying sources of data and information on the energy consumption in the selected sub-sectors;
  • Developing a plan for data collection through on site visits and preliminary energy audits;
  • Conducting the site visits and preliminary audits;
  • Conducting a Stakeholder Workshop to review and discuss the results of the data collection and preliminary audits;
  • Conducting the benchmarking;
  • Estimating the potential for energy savings in each of the two current selected sub-sectors and two new selected sub-sectors;
  • Conducting a second Stakeholder Workshop to present the results of benchmarking and energy savings estimates;
  • Preparing the Final Reports for each of the four industry sub-sectors.

The VSUEE Project Management Board now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and attachment the business license of firm. The shortlisting criteria are:
(i) Have a proper business license in the field of this activity (scientific research and technological development or/ professional, scientific and technological activities ….);
(ii) At least 10 years experience in energy or energy efficiency consultancy of the industrial sectors;
(iii) Have demonstrated relevant experience leading and delivering at least 1 assessments in developing/ reviewing the legal document procedures or technical guideline/ regulation development for industrial sectors, prioritize assessments that have worked with industrial sector in Vietnam;
(iv) Experienced in ODA projects consulting services on energy or energy efficiency, which is funded by the international donors such as WB, ADB, GIZ, UNIDO, DANIDA ,etc., experience working with MOIT is preferred;
(v) Have knowledge and experience on technology transfer, training of energy efficiency managers and operators.
This assignment will require the consultant to assemble a strong team experienced on the topics above, which collectively brings the range of skills needed for the different tasks (e.g. energy efficiency experts, Institutional and policy expert, Database specialist, Energy management expert, etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 
Selection of consultant firm will be carried out by the Quality Cost Based Selection (QCBS) under World Bank Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016. The contract will be a lump sum contract.
