Release of handbooks on wind electrical energy in Vietnam

Handbook ‘Information on the wind energy sector in Viet Nam’ provides necessary details about the valid legal framework and incentives by Vietnamese Government for investors of wind power in Vietnam. It also gives crucial information about investment procedures and financial options.

The German Development Co-operation (GIZ) and the Department of Energy (Ministry of Industry and Commerce) have just released two handbooks, namely “Information on the wind energy sector of Viet Nam" and "Guidelines on Wind Power Planning in Vietnam".  These handbooks provide information needed in planning and developing wind energy sources.

The Draft Decision on the Management of Wind Power Project in Vietnam which has just been approved by the Prime Minister is being discussed with an emphasis on support mechanisms for grid-connected wind power. Methodology for wind power planning and appropriate site selection for wind farms is the main content of the second handbook.


This handbook was based on the lessons learnt from wind power planning in the central province of Binh Thuan, where a pilot wind power plan with the participation of German consultants was implemented successfully

Site selection is one of the most important factors determining the success of projects of wind power. The handbook also refers to the elements which are to be analyzed in planning wind power such as wind speed, infrastructure and grid connection.

The handbook provides guidance for the competent authorities in localities potential of wind on how to build efficient wind power planning and emphasizes the importance of identifying the special zones in the locality, namely, excluded zones, buffer zones and potential zones for wind power.

Ms. Angelika Wasielke, Chief Technical Advisor for the GIZ wind power project CTA said: "Our goal is to provide investors with information that is really necessary for drawing up wind energy projects more easily in Vietnam, and counsel for the competent authorities in localities potential of wind on the process of building efficient wind power planning.”

Wind power is an environment friendly industry that can help solve the problem of energy shortage. Wind power also contributes to minimize climate change by minimizing emissions of CO2 into the environment.

The installed capacity of wind power is on the rise worldwide. According to the report published in October 2nd, 201, by the Council of Global Wind Energy, the wind power capacity installed worldwide in 2010 was 35.8 GW, which contributed to raise the total installed capacity of wind power worldwide to 194.5 GW, up 22.5% from 158.7 GW in 2009.
