Energy saving in Thua Thien-Hue Province

An investigation of energy efficiency and conservation in 13 offices such as the provincial Labour Union, A Luoi district’s People’s Committee office, Phu Bai Thread Joint Stock Company, and Hue Central Hospital shows that “budget using offices have been aware of energy saving;  self-awareness of officials and other staff in using electricity efficiently has been built up”, said Mr. Nguyen Duy Thanh, Deputy Head of provincial Department of Industry and Trade. For businesses, this supervision has helped them understand legal documents and observe regulations on energy efficiency and conservation. Energy management system has been set up in while periodical energy audit exercised so as to approach energy-saving technological solutions. Some offices and businesses have invested in machinery and advanced technical solutions to minimize energy loss such as installing inverters or replacing old equipment and carrying out regular maintenance.

Electricity suppliers such as Phu Loc and A Luoi Power Supply JSC, Student Support centre in Hue University or guest houses in the province all have strictly followed state regulations such as publicizing the pricing policies for different types of users in accordance with MOIT’s guidance.

However, one of the biggest drawbacks of these energy users is that they have not exercised energy auditing as per Article 35 of the Law on Energy Efficiency and Conservation, neither have they set up annual and every-five-year plans for energy use. None of them has established a supporting body or assigned an energy manager or made periodical reports. 

The inter-industrial supervision team has accordingly recommended that these entities identify their targets, measures and standards for energy use; popularize rules and regulations on energy use; make plan to assess and encourage good examples or punish bad incidents in energy conservation.
