In the report submitted by Minister Nguyen Hong Dien to the Prime Minister, the Ministry of Industry and Trade identified three main principles for ensuring electricity supply in 2022 and the following years, including: focusing on implementing synchronous solutions to ensure the meeting of electricity demand for socio-economic development of the country and people's daily life; closely follow the growth of electricity demand, the situation of economic recovery and development to update the load forecast according to the baseload scenarios, the highly developed load scenario under normal and adverse conditions of the year 2022 and subsequent years in order to direct and operate; Electricity of Vietnam plays a key role and is responsible for ensuring sufficient electricity supply for socio-economic development and social needs.

Based on the assessment of the electricity supply situation in the coming time, the Ministry of Industry and Trade and EVN have proposed five main solutions to ensure electricity supply:

First, review power projects under construction and put into operation in the period of 2021-2025, provide solutions to ensure the set progress, proactively overcome difficulties and obstacles in investment, construction and operation of source and grid projects.

Second, review projects that can accelerate construction and put into operation early to supplement early power supply capacity in the period from now to 2025. Accordingly, the Ministry of Industry and Trade will assign specialized units to review the power source and grid projects already included in the master plan, with solutions to speed up the implementation progress as well as direct EVN to study more solutions to safely operate the power system, especially in the situation that the percentage of renewable energy sources is high. In the immediate future, the works in the North will be reviewed in advance to prevent a lack of resources.

Third, urgently deploy the construction of transmission lines and substations to release the capacity of existing projects, especially renewable energy projects. Accordingly, the Ministry of Industry and Trade will review and direct EVN to accelerate the progress of all power grid projects to ensure the release of the capacity of built power sources, including renewable energy sources. The goal requires that the built power sources not be limited in capacity due to overload. While waiting for the Electricity Law to amend regulations on exclusive transmission, it is necessary to increase investment attraction of power plant investors in connection works.

Fourth, the Ministry of Industry and Trade directs EVN to speed up the negotiation, signing and implementation of power import contracts from China and Laos.

Fifth, the Ministry of Industry and Trade continues to direct EVN to implement solutions to ensure operation safety, including directing power plant investors to ensure the management and maintenance of generating sets in safe and stable operation; direct EVN to safely operate the power grid system, especially the North-South 500kV power transmission system and the power transmission system.

On the basis of the above principles and solutions, the Ministry of Industry and Trade will focus on directing the electricity sector to perform the task of meeting the electricity demand for the country's socio-economic development and people's daily life, striving not to lead to the lack power at any cost.
