Capacity Building for Program Implementing Entity

On the morning of October 6, 2025, the training program "Capacity building for Participating Financial Institution Project implementing Entity" within the framework of the Vietnam Scaling Up Energy Efficiency Project was held in Hanoi.

The “Vietnam Scaling Up Energy Efficiency Project" (VSUEE), funded by the Green Climate Fund (GCF) through the World Bank and implemented by the Ministry of Industry and Trade (MOIT), is designed to support industrial enterprises in accessing green credit and investing in energy-efficient technologies and solutions.
Mr. Hoang Viet Dung, Representative of IGIP, Ministry of Industry and Trade, delivered the opening speech of the training program.
Mr. Hoang Viet Dung, Deputy Head of the Energy Efficiency and Green Transition Division, Innovation, Green Transition and Industrial Promotion Agency (IGIP), Ministry of Industry and Trade, delivered the opening remarks at the training program. In his opening speech, Mr. Dung emphasized the importance of using energy efficiency and conservation. He noted that Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo, together with the Amended Law on Energy Efficiency and Conservation (No. 77/2025/QH15), demonstrates the strong commitment of the Vietnamese Government to ensuring national energy security, providing sufficient, stable, and high-quality energy, while achieving energy savings of 8–10% of total final energy consumption compared to the business-as-usual scenario. This affirms that energy efficiency is not only an economic requirement but also a responsibility shared by society and the nation as a whole.
Under the framework of the VSUEE Project, the Saigon–Hanoi Commercial Joint Stock Bank (SHB) has been selected as the Program Implementing Entity (PIE), directly responsible for implementing the financial mechanisms of the Risk Sharing Facility (RSF). This is an important instrument to reduce barriers and difficulties faced by industrial enterprises in accessing loans, encouraging them to invest confidently in energy efficiency and sustainable development projects.
Ms. Nguyen Thi Tuyet Hanh, Director of the International Project Management Division at SHB and representative of the Program Implementing Entity, affirmed that the training program aims to build a core team of SHB officers capable of appraising, evaluating, and promoting lending for energy efficiency investment projects.
To strengthen the capacity of SHB’s financial officers and enable them to effectively implement the RSF, the training program “Capacity building for Participating Financial Institution Project implementing Entity” was organized to equip SHB staff with knowledge about domestic and international policies on energy efficiency and climate change mitigation, the legal framework of the carbon market, national energy efficiency policies, and essential professional skills for effectively implementing the RSF. The program also introduced broader insights into trends in sustainable business development.
The trainees of the program are SHB officers, the program's implementing entity for the VSUEE Project.
Through this training, the VSUEE Project aims to strengthen the energy efficiency knowledge of SHB staff, enabling them to play a pioneering role in implementing the Risk Sharing Facility. With its experience and sustainability-oriented development strategy, SHB is well-positioned to become one of Vietnam’s leading green finance banks, helping to transform energy efficiency solutions from ideas into reality.
