Members of Bulgaria’s parliamentary Energy Committee adopted amendments to the Energy Efficiency Act which transpose Energy Efficiency Directive. The draft bill aims at contributing to the achievement of national energy efficiency goals. Thus Bulgaria will actively join the EU efforts made so that the common goal of union by 2020 is attained.

The amendments envisage the introduction of an obligation for all heated/cooled state-owned buildings. They will have to implement each year measures to improve the energy characteristics of at least 3% of their total floor area.
All big business establishments will have to undergo an energy assessment at least once in four years. The issuing of energy efficiency certificates for the separate parts of a building according to the kinds of buildings is regulated in the amendments. A national definition of “a building with energy consumption close to zero“ will be also introduced.
