Consultation on Draft catalogues and guidelines for energy efficiency technology in industries

On September 12, 2024, the Ministry of Industry and Trade, in collaboration with the Danish Energy Agency and the Danish Embassy, organized a technical seminar on “Consultation on industrial cooling catalogue, ventilation catalogue, heat recovery and heat pump guideline”. This seminar is part of the Energy Partnership programme between Vietnam and Denmark 2020 - 2025 (Depp3), funded by the Danish government.

The seminar was held both in-person and online, with the participation of Mr. Trinh Quoc Vu, Deputy Director of  Energy Efficiency and Sustainable Development Department, Ministry of Industry and Trade; Mr. Jorgen Hvid, Long-term Advisor of the Depp3 Program; and many representatives from industry associations, institutes, universities, businesses, and consulting organizations.
Mr. Trinh Quoc Vu, Deputy Director of  Energy Efficiency and Sustainable Development Department, Ministry of Industry and Trade emphasized the role of energy saving in socio-economic development. 
In his opening remarks, Mr. Trinh Quoc Vu stated that the main goal of Vietnam National Energy Efficiency Program for 2019–2030 (VNEEP3) is to achieve energy savings of 8–10% of the country's total energy consumption. Specific targets aim to reduce energy consumption in key energy consumption industries (such as steel, chemical, plastic manufacturing, cement, textiles, alcohol, beer, soft drinks, and paper industries) by 4.6% to 24.81%, depending on the industry or sub-industry.
One of the key tasks of the VNEEP 3 Program is to review, develop, and finalize mechanisms and policies for energy efficiency and conservation usage, including the development of technical guidelines for energy-saving practices. The goal is to complete and disseminate 15 to 20 technical guidelines for various industries and economic sub-sectors by 2025.

The Energy Partnership programme between Vietnam and Denmark 2020 - 2025 is a technical support project funded by the Danish Government. It is implemented by the Ministry of Industry and Trade in collaboration with the Danish Energy Agency and the Danish Embassy in Vietnam. The program includes three components, with the Department of Energy Efficiency and Sustainable Development (Ministry of Industry and Trade) managing Component 3, focusing on energy efficiency to promote low-carbon industrial development in Vietnam.
In the 2023-2024 operational plan of the Depp3 Program, international and national consultants have studied and drafted the Energy Efficiency Technology Handbook for Vietnam's Industrial Sectors, focusing on major energy-consuming technologies in various industries.
Mr. Ma Khai Hien, Director of Enerteam, introduced best practices for cooling system operations in Vietnam.
In the second quarter of 2024, the first publication, " Technology Catalogue for Energy Efficient Boiler," was developed and finalized by the DEPP3 Program. Building on the success of this catalogue, the DEPP3 expert team has continued to create two additional publications: the "Technology Catalogue for Energy Efficient Cooling System" and the "Technology Guidelines for Heat Recovery and Heat Pumps in Vietnam's Industry." These documents focus on the best available technological solutions, leveraging international experience to support industrial enterprises in Vietnam in enhancing energy efficiency in their cooling and ventilation systems used for production.
National and international experts, discussed these technology catalouges.
Beside, the DEPP3 Program experts have also developed a draft guidance document on heat recovery and heat pumps in industrial settings. This document provides valuable information and technical guidance for industrial enterprises on technological and engineering solutions aimed at optimizing thermal energy use, resulting in improved energy efficiency and reduced energy costs.
 
Associate Professor Dr. Nguyen Viet Dung, Vice Rector of Mechanical Engineering School  at Hanoi University of Science and Technology, contributed his insights on heat recovery and heat pump technology.
During the seminar, the draft contents of the following publications, include: cooling catalogue, ventilation catalogue, heat recovery and heat pump guideline were shared by DEPP3's national and international consultants for consultation from stakeholders.
The feedback provided by the participants will serve as a foundation for DEPP3's expert team to further refine these technical reports. Once finalized, these materials will be disseminated to the industrial business community and relevant stakeholders in Vietnam, promoting the adoption of advanced technological and engineering solutions to improve energy efficiency. This will bring practical benefits to the production and business activities of enterprises, contributing to the government's goals of promoting energy savings and reducing greenhouse gas emissions in Vietnam.
