Measures Responding to Electricity Saving Target 2012

Positive electricity saving results last year has encouraged Vietnam to continue with a new target this year to save at least one percent of commercial electricity output, to reduce electricity/GDP elasticity coefficient, and to save 10 percent on electricity use in manufacture and 10 percent of consumer electricity from now to 2015.

Positive electricity saving results last year has encouraged Vietnam to continue with a new target this year to save at least one percent of commercial electricity output, to reduce electricity/GDP elasticity coefficient, and to save 10 percent on electricity use in manufacture and 10 percent of consumer electricity from now to 2015. "Ministry of Industry and Trade has made plans to accomplish this goal," said Industry and Trade Deputy Minister Hoang Quoc Vuong at a conference on electricity saving program 2011 and measures 2012 taking place recently in Ho Chi Minh City (HCMC).

According to Vietnam Electricity (EVN), the national electricity savings was estimated at 1.31 billion kWh last year, equivalent to 1.42 percent of total realized commercial electricity. All of EVN's companies fulfilled the assigned plans. Some of them effectively saved electricity including Binh Phu Electricity Co., Saigon Electricity Co., Phu Tho Electricity Co. (EVN Ho Chi Minh) and Hoan Kiem Electricity Co. (EVN Hanoi). HCMC Electricity Corp. led with 2.53 percent saved from the city's total commercial electricity, accounting for 30 percent of EVN's electricity savings.

Speaking at the conference, Hoang Quoc Vuong said, "Last year, electricity demand growth was lower than in previous years thanks to electricity savings. Electricity efficient use was also improved. GDP rose 5.89 percent and domestic commercial electricity output increased 9.59 percent compared to 2010. Thus, the elasticity coefficient decreased to just 1.63, down significantly from previous years (2.02 in 2008; 2.42 in 2009 and 2 in 2010). To further improve the electricity saving efficiency, the target set for 2012 is to save at least 1 percent of commercial electricity, to reduce electricity/GDP elasticity coefficient, and to save 10 percent on electricity use in manufacture and 10 percent of consumer electricity from now to 2015."

To achieve the target, the Ministry of Industry and Trade (MoIT) will promote the implementation by monitoring compliance with the Law on Energy Efficiency (LEE) and promulgated related guidelines. MoIT will continue issuing supplement guidelines on the Law on Energy Efficiency, and energy saving standards, regulations.

Budget-supported agencies and units that have not been able to save 10 percent electricity will be blamed. 1,180 LEE-regulated enterprises must submit periodical electricity use reports and audit to MoIT.

Economic groups that produce steel, cement, textiles and chemicals should actively implement electricity saving programs; reduce electricity consumption per unit of product and save at least 1 percent from their electricity use plans.

EVN will continue upgrading local electricity infrastructure aimed at further reducing electricity loss in transmission and distribution, and installing anti-theft equipment at electricity stations according to the schedule approved by MoIT. Special attention will be paid to the electricity loss on rural low voltage grids to reduce the rate to below 10 percent by 2015.
