The Nuclear power development plan is divided into three stages:

Phase 1 until 2015: gaining approval of investment project, location proposal, selection of contractors. Project managers and core technicians should have been chosen for construction of the first nuclear power plant.

By phase 2, the first unit of Ninh Thuan 1 nuclear power plant will have been completed and begun operating by 2020, the second by 2021. Meanwhile construction of Ninh Thuan 2 nuclear power plant and preparation of other power plants should be started

Phase 3 lasts until 2030, when the remaining nuclear power plants will be in construction.

The plan expects to have total capacity of nuclear power plants around 8,000 MW by 2025, increasing to 15,000 MW in 2030.
