Contribution of electricity saving to ensuring energy security

According to Directive 16 of the Prime Minister, 19 southern provinces and cities have begun to implement social distancing to prevent and control the Covid-19 pandemic. During the quarantine period, people are mostly staying at home, so a lot of electricity is consumed for equipment for living and working remotely. In particular, air conditioners are one of the most energy-consuming appliances and account for a large proportion of electricity consumption in households.

Faced with that situation, Southern Electricity Corporation (EVNSPC) and its member units through many indirect channels have approached to inform and guide customers to use electricity in the most economical way. As a result, the electricity output saved in August was 150 million kWh, accumulated in 8 months was 1,196 billion kWh, equivalent to saving 2.32% of the realized commercial power output.
Previously, on March 13, 2019, the Prime Minister issued the National Energy Efficiency Programme for the period of 2019-2030 in Decision No. 280/QD-TTg. The program attaches two main goals: saving 8-10% of the energy needed to develop the country under the normal development scenario and changing the energy use behavior of agencies, organizations and communities and individuals towards thrift, efficiency and responsibility.
According to experts, to achieve the above two goals, there are 3 fundamental solutions that Vietnam needs to persistently apply:
Integrating the goal of saving electricity, using energy economically and efficiently into the plan to restructure the economy; change the economic structure towards a harmonized, sustainable, and limited effort to eliminate the promotion of economic growth based on energy consumption. It is necessary to review the development needs and structure of energy consumption of each sector, each field in order to shape the national economic structure with little or no development based on energy consumption.
Integrate the goal of saving electricity, using energy economically and efficiently in the national technical and technological innovation strategic plan. Technological innovation must be closely associated with the element of economical and efficient use of energy. Do not import outdated technologies and equipment with high energy consumption and high electricity consumption into Vietnam. Develop a roadmap to replace old technologies, techniques, machinery and equipment with low energy efficiency and low electricity use.
It is necessary to integrate the goal of saving electricity, using energy economically and efficiently into the strategy of building and developing Vietnamese culture and people to meet the requirements of sustainable development of the country. Saving electricity, using energy economically and efficiently must become the civilized characteristics of the new Vietnamese people. Propagandizing the awareness of individuals and communities about electricity saving, economical and efficient use of energy must be closely linked with the development of Vietnamese people in order to build a new society, responsible for national energy resources, for future generations in conserving energy resources.
Sharing about the actual situation in the locality in recent years, Mr. Nguyen Van Ly - Deputy General Director of EVNSPC said that EVNSPC and its member units have drastically and synchronously implemented many power saving solutions to save electricity, maximize electricity consumption, such as: coordinate with localities to carry out many propaganda and dissemination activities on safe and economical use of electricity such as: saving electricity at homes and schools; meanwhile, regularly coordinate with local authorities to businesses, production facilities and households to inspect the power system and guide solutions for safe, economical and efficient use of electricity.
According to experts, in the context that Vietnam faces the risk of electricity shortage in the near future, the promotion of electricity saving must be implemented more seriously. In order not to have to face the scene of alternating power cuts, save electricity, turn off electrical equipment when not in use, improve machinery and equipment that consume less electricity is what people and businesses should follow in practice.
