According to the Ministry of Science and Technology, the Russian Federation committed to provide Vietnam a preferential credit of $10 billion for Ninh Thuan 1 NPP project. and its related preparation.
Mr. Le Doan Phac - senior specialist of the Ministry of Science and Technology, revealed that Vietnam and Russia had signed many cooperation agreements on nuclear energy.
In particular, in 2010, the Ministry of Education and Training and the State Nuclear Energy Corporation of the Russian Federation (Rosatom) signed a memorandum on cooperation in training of human resources in the field of nuclear energy.
At the same time, Russia also funded Vietnam to set up the Information Center of Nuclear Energy in the Hanoi University of Science and Technology (Hanoi). In April 2012, the center was inaugurated and put into operation. This is the first center in Vietnam to provide communication service in nuclear energy and nuclear power.
As reflected in the signed cooperation agreement, Russia is selected as a strategic partner for the Ninh Thuan 1 Project. Russia agrees to assist Vietnam in terms of capital, technology, especially training of human resources and technology transfer for operation of the plant. These are the crucial factors to determine the success of Ninh Thuan Nuclear Power Project.
The decision of the Prime Minister approves the Orientation for nuclear power development planning by 2030, Vietnam will have 13 nuclear power generators with a total capacity of about 15,000 MW, representing 10% of grand total capacity.
Mr. Le Doan Phac says that in the field of nuclear security, since 2004, Russia has been in cooperation with Vietnam, the US and International Atomic Energy Agency (IAEA) to implement the Program in change of energy material for the Da Lat research reactor from use of highly enriched uranium into using lower enriched uranium. On July 3, 2013, the energy material conversion program ended successfully with the entire highly enriched uranium used in Vietnam and the remained material had been brought back to Russia.
