General Department of Energy has cooperated with the Department of Emulation and Commendation, awarded a medallion "For the Development of Industry and Trade of Vietnam," to Mr. Werner Kossmann - Chief Technical Advisor (CTA) of Vietnam Renewable Energy Development project. This project, started in 2012, is funded by the German government.
The ceremony is to honor the contribution of Mr. Werner Kossmann to the renewable energy sector in particular and energy sector in general. In the role of the project CTA, he has been actively coordinating and promoting the development of renewable energy sources.

After 3 years of implementation, the project has carried out 3 intensive research into mechanism for development of electricity generation from biomass, solid waste and biogas. These studies helped the General Department of Energy - MOIT introduce draft versions for decisions to be made by the Prime Minister: the Decision No. 24/2014/QD-TTg on Mechanism to support the development of Biomass electricity generation projects in Vietnam; Decision No 31/2014/QD-TTg on Mechanism to support the development of solid waste based electricity generation projects in Vietnam.
The study is also the basis for the General Department of Energy to draft 3 related circulars to be issued by the end of 2015, including: draft circular on Regulations for project development, avoidable Cost Tariff and Standardized Power Purchase Contract form to be applied to biomass power projects; draft circular on contents, regulations, sequence and procedures for formulation, appraisal and approval of development plans and use of biomass and draft circular on Regulations for development project and Standardized Power purchase contract to be applied to solid waste based power generation projects.
