The northern province of Lang Son faces great difficulty in connecting to the national electricity grid. However, Lang Son has strived to provide power to around 160,277 households in all of its 10 districts and cities.

In order to implement Government and Ministry of Industry and Trade (MOIT) power saving instructions, the Lang Son Power Company in coordination with the Lang Son Department of Industry and Trade and the People's Committee of Lang Son Province have established a provincial Power Saving Direction Board. The board is responsible for regulating and supplying power to all consumers in the province and launching power saving campaigns.

Under the board's direction, a power supply plan has been approved and is under way which solve problems with capacity, distribution, customer care, and seasonal demands. In addition, it also includes solutions to provide power to important consumers and methods to test their agreed additional loads of power.

In accordance with Circular No 111/TTLT/BTC-BCT on power saving in state bodies, the board expanded registrations to consume power to all of state bodies in the province, taking into account their power plans.

Provincial state bodies were encouraged to cut about 10 percent of their power consumption, and as of August 2011, around 150 had already been registered by the board to carry out power saving solutions including turning off power before leaving offices, replacing incandescent light bulbs with compact or fluorescent bulbs, cutting the number of light bulbs by half, setting all air-conditioners at 250C, and installing power saving appliances. In addition, civil servants were encouraged to follow power saving instructions whether at their offices or homes.

The board also focused on raising public awareness about energy conservation through leaflets, posters and conversations. In addition, it has coordinated with the local media in promoting increased awareness around the issue. Lang Son has already reduced public lighting and upgraded its rural electricity grids and made saving of 10-15 percent in power use.

Apart from technical and technological solutions, the board managed to broadcast power saving programs to raise consumer awareness of the benefits.

Through these various measures, the Lang Son Power Company successfully stabilized local electricity consumption and hit its electricity saving target. The company's results contributed considerably to national power conservation and socioeconomic stabilization.

Lang Son saved 4.2 million kWh of power in the first 10 months of 2011, equivalent to VND6 billion. "These power saving solutions and programs will be continued in the near future," the board promised.
